Miller: I actually don't think the gifts of the spirit ceased. He says that there is a diminishing of all gifts, not just tongues and prophecy or those things. There does seem to be a diminishing of gifts in the sense because of that whole laity payety thing of early Catholicism. And then his kind of fifth and final thesis statement says, "We can reasonably conclude that while God may give some the ability to speak in foreign languages," he doesn't believe it's true.
