The percentage of expected vote can sit at 99% for a long time. The reason it sits at 99 is those are the hard ones to count, right? Those are votes that are coming from some polling place that's out in the hinterland. So we have an estimated vote for every polity,. For every congressional district, for every state, for every county. And yes, we revise upward through the evening. If turnout is higher than we think, of course we will revise upward.
