Is Russia a Democracy?

Before the fall of the soviet union, they go back to 19 17. Before that, it was bat five, 600 years of czars. And so this is not a region like a lot of the other places in the world that are democracy. But i don't know that we should resign ourselves to russia having not being able to become a democracy. I think the bigger issue with russia is that they never really hav had an honest accounting of their actions after world war too. The healing starts with that, and now they're gong to have to answer for this too.
