The Shadow Education Secretary's Conclusions on the Green Recovery Plan
The Shadow Education Secretary, Bridget Phillips, went to various countries to look at their national childcare schemes. She came back with two conclusions: one, it can energise election campaigns and the proposition of a really ambitious childcare scheme. But because of the fear of saying anything that route to is blocked so that leaves a huge dependence on the Green Recovery Plan as a generator of economic growth. The borrowing for it will not happen at first and may not happen at all if the economy doesn't stabilise in a way that gives Rachel Reeves confidence as Chancellor to borrow at 28 billion quid a year.
