The Russian Navy Declassified a Memo on UFOs in Lakes

Seven Russian naval divers were killed in a 1982 incident at Lake Baikal. In response, the military reportedly circulated a classified four-year-I's-only document warning personnel about the area lakes. The memo was apparently written to avoid any more encounters with UFOs or unidentified underwater objects. Vladimir Azhaja, a Russian UFO researcher doesn't discount the possibility that there are underwater bases for extraterrestrial beings.
