The Russian Duma - A Brief History

Cadets were the largest party, but they only held about a hundred and 80 or a hundred and 85 seats. The surprise wildcart of the first duma was a group of more than a hundred delegates elected from the russian peasantry who were far more radical than the cadets. They produced a draft on may second, debated it briefly and then adopted it unanimously. It was essentially a manifesto asserting the duma's right to be a full partner in government with an eye on becoming the real centre of power in the russia empire.
