The Unconcerned System in Cybernetics

B.S. says throughout, please note, the system is unconcerned about what it is that may have been interfering with it. Does beer then mean throughout this section or throughout cybernetics? And if he does it mean it more broadly than I'm a little confused because if you like felt a burning sensation on your finger, you would want to know whether you, like, presumably you didn't see it,. Whether that came from a flame or if something's horribly going wrong with your finger and it just produced a burning sensation. If you know what I mean.
