The Worst Option Is Local Anesthesia
Local anesthesia is the worst option but it can be done. A single shot spinal and repeat C sections are elective or sometimes we'll have a patient who's in labor who hasn't received a labor epidural so their first aesthetic is going to be what we give them for a caesary section. The failure rates is pretty good it's probably around 1 to 3% but some studies have quoted it as high as 17%.
