After the global financial crisis, regulators thought a lot about how to rescue banks that fail. The idea here was to try and make things safe and pre-planned - but this regime hasn't worked as intended. In the case of Credit Suisse, it's failed in that it seems like regulators rejected the clean, bail-in solution for resolving them.
