Gloria Borger: California Gov. Gavin Newsom is setting up a presidential run in 2028. She says he's picking an issue not adjacent to the problems that are in California, such as rising crime and homelessness. Borger: He sees a political opening here of something that threatens like the gun lobby but he's not getting money from them anyway. "He thinks it's a political winner," she said.
