Suma yen was a capable emperor who would try to improve the infra structure of his lands by enabling better access across the yellow river and encouraging trade along the silk road. Despite all his attempts to rescue chinese lands, fortune was gainst the gin dynasty. There are records of droughts, famines, floods, locust infestations and plagues around the lands east of the hexi corridor around the upper yellow river valley. And i have read that only 20 % of the population remained in some lands after a wave of death and high taxation causing peasants to abandon their lands. China was heading towards the fragmentation and decentralization that destroyed the hand dynasty.
