The Russian Regime Rewards Loyalty, Not Competence

The Russian military is optimized to succeed in the system that they have served to build. Putin at least implicitly seems to understand that if they begin pushing approaches of these people, what they will cause are fractures in the regime defections. And everybody else worrying about themselves because they're going to be the next one to be purged.
