Saudi Arabia does claim very much to be based, its constitution is the Quran. But you have this unique power sharing arrangement done there between Saudi lineage and Ibn Wahab. The state derives its legitimacy from sort of claiming that it gives a certain amount of lip service to Islamic scholarship - but what's the reality?
