Charlie Glaser: It would be exceedingly difficult for China to be successful in this such a military operation. Once you get into a large conventional war, whether it's a blockade or actually attacks on land targets and large scale efforts at an invasion, that the probability of nuclear war is large. So I think that the risks are substantial because China might think it can succeed by blockade. That means it won't be deterred, even if it doesn't do well. And the risk of escalation will be there.
