Is the Incompetence of an Incompetent System or a Mouth, or a Weak System?

The Biden White House was angry that Twitter had not deplatformed a number of users who, according to the White House were tweeting false information or misleading information. To their credit, what I observed over and over again at Twitter to almost in every instance were people who were genuinely struggling and debating about what to do. So is the incompetence of an incompetent system or a mouth, or a weak system is part of it? It's interesting because this seems to still be somewhat debatable as to whether they are ideologically bent but overwhelmingly they are of one political thought or philosophy.
