I see it coming from a lot of different directions. I don't think we'll ever get to the point of decoding the real time inner monologue that people are having, like truly their complex thought. Neurotechnology is already being used by law enforcement in many countries to directly probe people's brains and memories. People in authoritarian regimes fearing that their very thoughts are being decoded will not allow them to flourish.
