Can states enforce their laws beyond their borders? The answer is, we don't know. Practically, i wondering how they would enforce it, unless they had a law like texass, which makes every citizen an enforcerr a bounty hunter. I think one possibility is sort of digital surveillance. Law enforcement can buy your search data. They can controll your social media. There may be programms along those lines. It's likely going to be people who are found out when they seek treatment for medical complications,. People in the most highly policed communities will be more likely to be found out.
