Is This a Drug That Can Kill Bacteria?

This is a little molecule that rotates about an axis and it gets activated by a specific frequency of blue light. They say it works against gram positive and gram negative, which is basically both kinds of bacteria. This couldn't be used inside the body. The primary application of this would be for like burn wound infections,. It basically lather this thing on there, activate it with the blue light. And it like within two minutes can kill all the bacteria.
