facebook safety strategy is not about slowly turning down the heat as the water gets warmer and warmer. They wait for pots to boil over before they come in and make the system safer. As a result, it's flaring ethnic tensions in places like ethiopia and mar. We see most visibly mianmar and ethiopia to day as problems. But the reality is are many other countries that are characterized as at risk by facebook. And that means at risk of ethnic violence, social violence that is amplified and facilitated by facebook.
