Turkey was neutral terrac during the war, and both allied and access powers could go there to make deals. Having a link to turkey opened up a lot of opportunities for masne and his spiring. It allowed him and his associates to leave the rike at a time when they wouldn't normally be able to. But trying to do so would mean the beginning of the end for the cassiar spy ring.
