Emmett Rowe pled guilty to 25 counts of manslaughter in the deadly fire last year. His son and another man both who managed the plant will go free as part of the plea bargain. Former Imperial workers felt betrayed by justice once again. In total the plaintiffs were awarded $24 million from various defendants including the Rose, the city and certain equipment manufacturers.
