Is This New Statute a Good Set of Rules?
There is this debate about whether any electoral count act is permissible in so far as it binds the two chambers of congress by legislation, as opposed to rule making. I happen think that congress does have the authority to enact a statute of this nature under the necessary and proper clause. But i would expect to see each chamber continue their practice that they've been doing for years and years of r before the january sixth joint session,. Each chamber, by rule, embraces the e c a for that part ar joint session., he says.
