It implies actually Moscow either cannot protect its own people or just, and this is probably more accurate, doesn't give a damn. And that plays to the whole prevailing, and I would say increasingly debilitating, where's Waldo, or in this case, where's Putin. Some outrage from Belgorod can very quickly be communicated not just to Moscow, but also to Vladivostok. These things all have repercussions and reverberations all across the country. But nonetheless, I think this is the kind of dilemmas that this, on paper, very small and almost meaningless rate actually imposes on the situation.
