The Limits of State in Technological Development

The state is still the thing to look at if you want to promote technological development. It's often technology interfacing with the fact that we don't have, say, a global state. Right. If you had a global state that was quite powerful, that would give you more ability to control technology. But in the absence of that, there tend to be incentive games that play out for states with respect to technology. That prevents any given individual state from having a whole lot of influence over the general direction of technological development.
