The Hydra Effect: How a Kingpin Strategy Can Work
Weakening one organization does not mean you are affecting the overall flow of drugs or that illicit economy, he says. What actually happens is you get a kind of Hydra effect where the organization will simply splinter into a whole swarm of smaller and potentially less powerful organizations. To give the removal of El Chapo Guzman, the former leader of the Cinoloa cartel, basically split into multiple factions; it's not very hard to see how this kind of splintering would be catalyzed further.
