Is Stark Net a Game Engine?

Stark net is still a sort of open source similar to pologan. It uses that technology, but if you're a game maker, then it only does a set of things. So bit like a game choosing to use unreal or unity as a game en instead of using their own game engine,. i suppose. You can only do the set it's not programmable. And you don't get to do that. Ar im missing anything out? So far? I i have one question so far.
