Joseph II's Decree of Toleration
Joseph II was fiercely anti-clerical, which can seem in some ways contradictory because he was devoutly Catholic. But at the same time he was a lay Catholic who was highly skeptical of the clergy and its powers. He saw the clergy as an obstacle to his control over his domains. And so essentially these toleration decrees served the purpose of bringing more knowledge and skilled labor into the service of the state. The result was very dramatic, mainly in the German lands, especially in Austria. However they were largely ignored or blocked by the nobility's in Bohemia and Hungary.
