Is There a Competition Within the Arnold Foundation?

In some sens when you hire an expert to run a programme, you're giving them a monopoly on what you do. A different kind of structure would create competition within your education activities and philanthropy. It's an interesting concept but I don't know whether i wuld work because my hesitancy is that outcomes for giving is very hard to measure.
