I think sanctions are a go to convenient tool, right? You as controls them, we can slap them on shows that we're doing something. They sometimes have value, but a lot of times they're not very effective. When we don't know what else to do and a country's done something we don't like, sometimes we'll sanction them. I'm not saying there's no place for them, but I think we should try to be a little bit more creative.
