Within the framework of absolute power, god is under no obligation to help us. God has mercifully ordained that grace will be given to any one who makes a genuine effort. To put this another way, it is not within our own power to be saved, but it is in our power to get god to save us. But bil also thinks that god's wisdom is applied in ordaining morality as we know it.
