Churchill proposed throughout his career various reforms to the British Constitution that would make it more like American. In 1936 in a very fateful essay where he does not criticize Franklin Roosevelt by name, but in every other way he does. And so he did understand it and he admired it deeply. He thought Britain had things to learn from it.
