Brahms is using a trick here that he always enjoys, fooling you into thinking that he is just repeating the exposition all over again. But instead of this in the exposition, brahms does this in the development. That harmonic change signals to us that e are going somewhere new. So everything makes sense. But let's stop again for a moment and ask ourselves why this symphony is so emotionally powerful. Yes, it's in a minor key, but as i said, we don't have any historical background of the piece.
