The Labor Department's Inspector General estimated that the amount of money stolen just from unemployment benefits could be over $45 billion. Submitting the same unemployment number to I think in one case, 29 different states. The other two programs, the Paycheck Protection Program and what they call IDLE, Economic Injury Disaster Loan Program, worked very similarly. They were scammed by people who would say, "I have a business. It does X." And something like that sounds like a perfect recipe for fraud.
