Is Cattle Rustling a Meat Heist?

Is cattle rustling a meat heist? I would argue that it is not yet food. We have to assume some level of intention behind the theft, right? So like, does it matter if you steal the meat when it's still walking around on its own? Or does it not become food until it's been processed?
