The Government Shouldn't Be Distributing Benefits on the Basis of Race

The argument is that minority farmers were disproportionately left out of a previous covid grants. You know, our pospective is that the government shouldn't be distributing benefits at all. But if it does so, it certainly should not be distributing benefits on the basis of race. What was even the argument for why a programme like that would have been constitutional?
