In theory, if the core is warm, the extremities and the surface temperatures can be cold. But there's so much heat being produced five centimeters below the skin that it actually just overwhelms it. The worst i ever felt on a bike as the first time i ever saw snow was in switzerland. My legs were like concrete. Another was as if you'd never been doing a ride for an hour before. I had to turn back and go down in the valley and ike, havea hot chocolate and a sandwich and warm ap before i could even peddle again.
