The CCP's TFA on Development and Security

In the post-Mao period and leading up to Xi Jinping, previous leaders have articulated through TFA's what the relevant priority of policy is. Deng Xiaoping was moving the party on from Mao Zedong's earlier assessment itself at TFA that the world was one of war and revolution. So for over a decade between Jiang Zemin and Xi Jinping, China's guiding policy was decisively development first.
