When parents cannot expect most children to survive to old age, they probably will continue to over compensate. They use high fertility as a form of hedge to insure that they will have some living offspring able to support the parents in the distant future. "They want it to go from people having a bunch of kids and a bunch of those kids dying, to people having fewer kids, but the fewer kids that they have living"
