Hert Immunity in the Pandemic?

The phrase hert immunity is often used to refer to people who are protected from a virus because they never encounter it. In the pandemic as it stands, there isn't one and yet policy makers around the world do keep raising it. Do we think it something that governments will consider? It would be a very bold gambet then i think it's fair to say.
