I don't believe for a minute that the Russian Federation is going to fall apart and I don't believe we should have some kind of decolonization agenda in the West. As the centre looks less capable, less impressive what one tends to get is sort of an implicit localisation. That you actually have tightening links between local, political, security and business elites as well as often criminal elites. And I think that emergence of local centres of power, people who are not trying to create independence but just simply manage their own affairs to their own advantage will be interesting to watch.
