There seems to have also been another really key flashpoint, which was around the actual like wording of these like pieces of legislation. One thing they did is they made consumers households pay for the subsidies, not energy intensive industries. But you know, it was a deal that they had to make to keep the policy in place and to buy off the heavy industry from blocking it.
