Tibet was its own country with its own culture until China invaded, like the Fire Nation. There's actually a Tibetan saying for this, wherever you have friends, that's your country and wherever you receive love, that'syour home. It's just like seeing Aang this way too, even for the briefest of moment, it's just it's so heartbreaking.
