The Only Contract, the Only Covenant
The only contract is between the multitude and some one who decides for us. We do not come to an arrangement where we say, you are allowed to decide for us. The sovereign just has those natural rights to decide on what counts as peace. If it's true that the sovereign is under no obligation to us, we have nothing to hold him to.
