The heading over the book of command was written long after Joseph Smith and was written by the church to explain kind of what it is. And so he's saying, I think what he's trying to say is, look, the heading of the book ofcommand is making very clear. These are the articles and covenants of the church. But yet Joseph Smith is still going to go in and change them years after the fact.
