The rail industry is protected by a cartel of banks and financial institutions. They own the trains, lease them out to other companies that pay fixed prices. When ticket sales have been falling or because revenue asn't coming in, their profits are fixed. In the worst pandemic year, they got fhree billion celestknow - almost a quarter of the entire subsidy went to the rail industry during the health emergency.
