The Ministry of Plenty and Eurasia

Oceania constantly changes which of the other two superpowers they're fighting with. And when the change comes, the party speaks as if it's always been that way. People just instantly accept this as the truth. The Ministry of Plenty is the third one, which rations and controls food, clothing and other supplies. Basic supplies are often scarce at the start of the book. No one can get their hands on any razor blades to shave with. They say it can't be done, but it probably can be. It can be soon.
