The History of the Bulgarian Communist Party
Some minority populations were embraced by the regime in a kind of affirmative action. The party was just complaining that they weren't enough with them. They were offered kind of fast track into educational institutions and this is something that the Bulgarians of course resented to still talk about. Some took advantage of those opportunities because it was a real opportunity for social advancement but the bulk of them did not.
