Arthur edward waite is very careful to caution this does not mean that the legend came from an institutional or organized church. Rather, it was just expression of longing and of mystical experience among those who were spiritually enlightened. So he sees this as a kind of symbiosis. And he calls this sometimes the this thi sort of longed for, alternative church. He calls it e a church of the holy spirit. But i think this is a very loaded phrase, and he doesn't really work out the implications here. There's a lot of ambiguity.
