Why Is It So Hard for Police to Police Each Other?
Memphis police had a lot of pretty good rules. So why are people saying that they should do that afterwards? I think the Memphis police have that technically. It's just it's not a national standard. But ultimately, if the tribe itself is so tribal and so self protective and there's such a there's so little willingness for them to police themselves, it becomes almost impossible for the culture to change.
