Themistocles and the Strategoi
The general ship became the most prestigious office in the government. The 10th Strategoi outranked all other Athenians in authority. This continuity of office was essential for the approaching conflict with Persia, as it ensured that men of military ability were in a position to give coherent and consistent leadership. It is also believed that Themistocles may have played role in its implementation.
